Using passenger, cargo or industrial elevator its reliability may come into question. Users and owners may be concern about if it can stop in the very inopportune time, or stuck between the floors or even collapse into the shaft.
Of cause the theory of Probability has not been canceled. This is why there is a special effective system of technical oversight for fears do not come true. The system is responsible for control over the condition of the elevator equipment and development of proper measures to be taken to ensure the safety of elevators. The first mandatory for all elevator owners step towards enhancing safety before taking elevator into operation is Certification of devices. The Certification process confirms the accordance of elevator construction with the Technical regulation “Elevator Safety” (further: TRES) requirements. This Regulation is the guidance document for the countries-members of the Customs Union intended to provide elevators safety use. The TRES regulates instructions on the safe use of elevators and their technical requirements. The TRES was given a unique number 011/2011, approved in October 2011 and entered into force in February 2013. Thus today Certification is the only way to get formal confirmation of safety in accord with TRES.
Yet there are elevators that were taken into operation before the TRES was entered into the force. They are operated under previous authorizing documents which will stay in full force until their expiration date. It is necessary to apply to a special Certification body to harmonize terms and procedure of coordinating Certification to extend life of such elevator.
So why Certification is mandatory and what is the procedure?
We cannot overemphasize the necessity of Certification. A certificate is required for passing through Customs and commissioning. Safety devices of elevators need their own certificates to be legally imported to the country.
Certification is a complicated process so before start it you need a specialist advice which you can get in our company. For example, you need to know for sure how to classify your device and if it is a subject of the TRES. It doesn’t cover the following lifts:
-for coal mines;
-for oil platforms;
-for ships;
-for aircrafts;
-for military purposes;
-with screw or gear-rack drives.
To start the Certification, it is required to apply to the Certification Body. The application should contain the following information:
-applicant data;
-manufacturer data;
-type of lift;
Also the list of documents is required:
-about safety devices;
-about elevator construction.
It is necessary to specify the Certification scheme and additional documents:
-operating manual;
-manual with elevator technical characteristics;
-manufacturer registration data;
- (if there is) hydraulic scheme;
-elevator electric scheme where are all units;
- (if there is) a delivery contract;
- (if there is) a Certificate of the quality control system.
The Certification itself starts when a signed receipt for receiving the application is issued to the customer. The Certification process id divided into three parts:
-data analyses;
-tests;
-inspections of elevators and manufacturer.
At the end of the Certification procedure a Certificate or rejection will be issued.
