On the adoption of technical regulations customs union
"Elevator Safety"
(Ver. Decision of the Commission of the Customs Union, EurAsEC from 09.12.2011 N884, from 04.12.2012 N 249)
In accordance with
Article 13
of the Agreement on common principles and rules of technical
regulation in the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation on 18
November 2010, the Commission of the Customs Union (hereinafter
-
the Commission) has decided:
1.
Adopt technical regulations of the Customs Union "Secu
rity lifts" (TR TC 011/2011) (attached).
2.
Approve:
2.1.
The list of
standards
on a voluntary basis,
in
compliance with the technical regulations of the
Customs Union "Security lifts" (TR TC 011/2011) (attached)
2.2.
The list of standards co
ntaining rules and methods (tests) and measurements, including the
rules of sampling necessary for the application and enforcement of the technical regulations of the
Customs Union "Security lifts" (TR TC011/2011) and the implementation of assessment (conf
irmation)
of products (attached).
3.
Install:
3.1.
Technical Regulations of the Customs Union "Safety of lifts" (hereinafter

the Technical
Regulations) come into force on Februa
ry 15, 2013,

3.3.1.
Until November 15, 2013 allowed the production and issuance of the customs territory of the
Customs Union of products that are not subject to the e
ntry into force of the Technical Regulations

3.2.
Until March 15, 2015 allowed the production,
putting into circulation of products in accordance
with regulatory requirements,
previously established
regulations of the Customs Union
or
legislation
State
-
a member of the Customs Union on its territory, in the presence of evaluation
documents (confirm
ation) of the equipment required
requirements, issued or adopted before the
effective date of the Technical Regulations.

The above products are marked national conformity (a mark of market), in accordance with the
laws of the state
-
a member of the Customs Union.
Labeling
of such products with a mark of one product on the market states
-
members of the
customs union is not permitted;
3.3.
Appraisal Documents (confirmation) of compliance with mandatory requirements of the
regulations of the Customs Union
or law
of the
State
-
a member of the Customs Union, issued or
adopted for the products to which the technical regulation
Technical Regulations (hereinafter
-
the
products), before the coming into force of technical regulations shall be valid until the end of their
vali
dity, but not later than 15 March 2015.
These documents, issued or adopted prior to the date of
publication of this Decision shall be valid until the end of their validity.

specified lifetime, must be brought into
compliance with the Technical Regulations before the end of
its service life;

(confirmation) specified in subparagraph 3.3 of
this Solutions

laws of the state

Secretariat of the Commission with the Parties to prepare a draft plan of action necessary for the
implementation of technical regulations and, within three months from the date of
entry into force of
this
Decision provide
a submission to the Commission for approval in due course.
5.
Kazakh Party with Parties on the basis of the monitoring results of the application of standards to
ensure the preparation of proposals to
update Li
st
of standards referred to in paragraph 2 above, and
present at least once a year from the date of entry into force of technical regulations in the Secretariat
of the Commission for approval by the Commission in the prescribed manner.
6.
Russian part
y with Parties to ensure development of a standard to determine the energy
efficiency class elevator.
7.
Parties:
7.1.
to the date of entry into force of the Technical Regulations define the state control (supervision),
responsible
for state
cont
rol (supervision) over compliance with the Technical Regulations, and to
inform the
Commission;

4.
To ensure the safety elevator, designed for connection to a supervisory control, sub
ject to the
following special requirements:
It shall be possible to remove the signal for transmission from the elevator to the unit supervisory
control over his work, the following information:
on operation of electrical safety circuits;
the
unauthorized opening of the landing doors;
opening the door (cover) control unit elevator machine room.
5.
To ensure the safety elevator to be installed in the building, construction, which may deliberate
damage lift equipment must meet the follo
wing specific requirements:
5.1.
walling coupe cabin and the walls, ceiling and floor should be made
of materials that reduce
the risk of intentional damage or ignition;
5.2.
control devices, alarm systems, lighting in the cabin and on landings
must be designed and
implemented from materials that reduce the risk of intentional damage or ignition;
5.3.
should provide a solid fence mine;
5.4.
availability of deducing lift from "Normal operation" to unauthorized opening of the landing
door
s with no car on the floor in the "normal operation".
Return to "Normal operation" should be the
staff.

SCOPE AND APPLICATION
CIRCUITS CONFORMITY LIFT, the safety requirements of technical
regulations LIFT "eleva
tor safety"
1.
Scheme 1c:
1.1.
accredited testing laboratory:
is testing and measurement of the elevator at the site of installation or on a test bench in a manner
and amount established by the standards of the list approved by the Commissio
n of the Customs
Union,
prepares the test and measurement protocols.
1.2.
Certification Body:
analyzes the object of certification of conformity, test results and measurement requirements of
technical regulations;
analyzes the state of p
roduction,
execute and issue the applicant a certificate of conformity with the positive results of the analysis of
data and evidentiary materials listed in Article 6 of these technical regulations, as well as the test
results and the measurements mad
e
by the accredited test laboratory,
carries out inspection control of the certified object of certification.

of data and evidentiary materials listed in Article 6 of these technical regulations, as well as the test
results and measurements performed by accredi
ted testing laboratory.
3.
4d scheme (Scheme declaration):
3.1.
Applicant:
Prepare own evidence referred to in Article 6 of this technical regulation;
applies to the accredited testing laboratory (center) for the assessment of conformity
in the form of
technical examination of the elevator;
3.2.
accredited testing laboratory (center):
evaluation of correspondence in the form of an elevator inspection,
prepares an act of technical examination elevator;
3.3.
applicant on
the basis of their own evidence and the positive results of the technical
examination draws declaration of conformity.
